Tier 3

Tier ?

EU News _Thai seafood products could be banned in Europe, warns MEP

updated: 23 Jul 2015 - 13:31
A prominent lawmaker from the European Parliament’s Committee on Fisheries told EurActiv he would support giving a “red card” to Thailand, meaning banning the import of its fisheries products, if illegal fishing isn't curbed, and if the practice of using slave labour is not abandoned.
Gabriel Mato (EPP, Spain) said that under the EU IUU (Illegal, unreported and unregulated fishing) Regulation, authorities in the member states could refuse imports of fish products from countries identified by the EU as non-cooperating countries in the fight against illegal fishing.
Thailand was issued a “yellow card” back in April, due to its inadequate fisheries legal framework to fight illegal fishing and poor monitoring, control and traceability systems. According to procedure, in October, the Commission could wave the “yellow card”, maintain it, or issue a “red card”, effectively banning imports of fisheries products from Thailand to the EU market.

BACKGROUND
The European Commission provided the following data on fisheries exports from Thailand:
  • Thai fisheries exports (2014): €4.8 billion
  • Thai fisheries exports to EU: €575 million
  • Share of fish export to EU to total of Thai EU exports: 3.3%
  • Percentage of Thai fish export to EU to total of EU fisheries imports:  3,7%
Note :

Food Law News - EU : NOVEL FOODS - Nanomaterial definition: final European Commission report

Government Chemist News Story, 16 July 2015

The European Commission’s Joint Research Centre has published the third and final report in the series “Towards a review of the EC Recommendation for a definition of the term “nanomaterial”. This report, Part 3 Scientific-technical evaluation of options to clarify the definition and to facilitate its implementation , has been long awaited and the Commission response, which may well form a final recommendation, is widely expected before the end of 2015.

The report discusses various options which could be taken into account in agreeing a final definition of a nanomaterial. In particular, the following topics are discussed in some detail:
  • Origin of nanomaterials
  • Size range to define a nanomaterial
  • Fraction of number of particles threshold
  • Definition of the term “particle”
  • The use of volume-specific surface area as a technique for classifying a nanomaterial
  • Specific inclusions and exclusions
These discussions do not reach a conclusion as to whether the current draft definition should be amended and, if so, how. They do, however, provide information for those who will make such a decision to weigh up the evidence before reaching a verdict.
One important, but small, section in the report covers good measurement practice, following requests to the Commission for a reference method to determine a nanomaterial, or a list of approved methods. This is of prime importance as the enforcement of any legal definition of a nanomaterial can only ultimately be successful if laboratories within the European Union are able to determine what is (and is not) a nanomaterial according to the criteria which will be published subsequently.
Although there have been significant advances in the development of techniques for identifying and quantifying materials at the nanoscale, these are not available to more than a small handful of expert laboratories. This illustrates the need for measurement practice to develop alongside regulation, not lag behind. This is particularly the case in areas such as nanotechnology where technical advances are happening rapidly and continuously.

The report is available at: http://publications.jrc.ec.europa.eu/repository/bitstream/JRC95675/towards%20review%20ec%20rec%20def%20nanomaterial%20-%20part%203_report_online%20id.pdf
